HERO Financing Program
The HERO Program enables property owners to install upgrades that save resources and lower utility bills while stimulating demand for local construction services. The program is designed, in part, to help municipalities reach state-mandated reductions in greenhouse gas emissions. Homeowners and businesses will be able to finance home energy and water efficiency upgrades, including installing solar panels, efficient windows and doors, and efficient heating and cooling systems, through the HERO Program. Acquisition Rehabilitation Program
The county purchases vacant, deteriorating properties for rehabilitation and resale to qualified low- to moderate-income buyers. Call (909) 388-0090.
Community Housing Development Organization (CHDO) Housing Assistance Program
Promotes Partnership between government and nonprofit organizations and increases the ability of nonprofit organizations to develop and manage affordable housing. Call (909) 388-0900.
First-Time Home Buyer Program
Single-Family Home Mortgage Revenue Bond Program
Provides below-market interest rate loans to qualified buyers for families who have not owned a home in the preceding three years; will occupy the home as their principle residence; and meet the income criteria. Call (909) 388-0900.
Home Ownership Assistance Program (HAP) - HOME
Provides financial assistance to purchase a home. HOME funds are used for "GAP" financing, down payment or mortgage insurance, and closing costs. Assistance is in the form of a deferred loan secured by a silent second. The family's annual gross income must be between 65 and 80 percent of county median. They must live or work in San Bernardino County one year prior to applying, be able to contribute three percent of the purchase price and arrange private lender financing for the first loan. They must not currently own a home, and the new home can not exceed the sales price established by the county. Call (909) 388-0900.
Rental Property Acquisition and Rehabilitation Housing Assistance Program - HOME
Used for the acquisition of affordable rental housing and/or essential improvements to correct substandard conditions. Assistance is in the form of a loan for acquisition and/or rehabilitation of single- or multifamily rental units to be occupied by eligible households. The applicant must maintain rental levels for assisted not to exceed those established federal guidelines, and the annual gross income for tenants in HOME-funded units may not exceed 80 percent of county median income.
