Penny Lilburn was first elected to the Highland City Council in January 2004, and re-elected in November 2008 and has been serving as Mayor since December 2007. She currently serves as Chairman of the Board of Directors for Omintrans and will continue to serve as Chairman until 2011. She is also an Alternate Board Member for the San Bernardino International Airport and Alternate Board Member for SANBAG. Mayor Lilburn currently serves on the City of Highland's Public Safety subcommittee and Neighborhood Revitalization Committee. Mayor Lilburn was most recently elected to San Bernardino County Sheriff Department's CAL-ID Remote Access Network Board in March 2009.
Penny is currently the Executive Director of the Highland Senior Center.
Prior to her position on the city Council, Penny served as President of the Highland Area Chamber of Commerce, two year term as President for the Highland Woman's Club, honored as Citizen of the year for the Highland Area Chamber of Commerce, League woman votes, Citizen of Achievement, Assemblyman Emmerson's Woman of Distinction and in 2000 Named California's Woman of the Year.
In addition to her civic duties, Penny is a single mother of one daughter, Courtney, Serves as a Board Member for St. Bernardines Medical Center Foundation, Board Member for the Public Safety Academy, and an active member and Past President of the Highland Kiwanis Club as well as past board member of several local agencies.
