Penny Lilburn, Mayor Pro Tem

Penny Lilburn was first elected to the Highland City Council in January 2004, and re- elected in November 2004 and, currently serves as Mayor Pro-tem. She is a member of the Board of Directors of Omnitrans and serves as the Chairperson for the Planning and Productivity Committee. She also serves as a member on the Executive Committee. She is also a member of SCAG (Southern California Associated Governments) as a regional subcommittee member representing SANBAG. She is also the alternate SANBAG Board Member and SBIAA (San Bernardino International Airport Authority ) Board Member. She serves on the City of Highland's Public Safety Subcommittee and Neighborhood Revitalization committee.

Penny is currently the Executive Director of the Highland Senior Center.

Prior to her position on City Council, Penny served as President of the Highland Area Chamber of Commerce, Two year term as President for the Highland Woman's Club, was honored as Citizen of the year for the Highland Area Chamber of Commerce, League of Woman Votes, Citizen of Achievement and in 2000 Named California's Woman of the Year.

In addition to her civic duties, Penny is a single mother of one daughter (Courtney), active member and Past President of the Highland Kiwanis Club and past Board Member of several local agencies.
