REDEVELOPMENT AGENCY AND CITY COUNCIL

REGULAR MEETING

MARCH 27, 2007 - 6:00 p.m.



CALL TO ORDER



The regular meeting of the City Council and Redevelopment Agency of the City of Highland was called to order at 6:00 p.m. by Mayor Jones at the Donahue Council Chambers, 27215 Base Line, Highland, California.



The invocation was given by Reverend Wayne Reynolds of Immanuel Baptist Church and the Pledge of Allegiance was led by Councilman McCallon.

SPECIAL PRESENTATIONS



Proclamation

Mayor Jones presented a proclamation proclaiming April as Child Abuse Prevention Month.



5-Year Employee Service Award

Dennis Barton was honored for his five years of dedicated service to the City of Highland.



10-Year Employee Service Award

Kim Stater was honored for her ten years of dedicated service to the City of Highland.



COMMUNITY INPUT

Mr. Duane Schall stated he is present again today regarding a property that has had some code enforcement issues. While some items have been removed, he still feels as if the city is not following through. The property owner now has new code violations and the older violations still have not been resolved. He would like to see this adjacent property cleaned up.



Ms. Michelle Williamson stated she is a representing Central Little League and has great concerns for the safety of the children while participating in the League. The League has visually witnessed taggers ruining the walls and see them destroying the property. They have phoned police dispatch and do not get any response. The parents have expressed fear about returning to the park for their children's safety. Mayor Jones stated this item should be placed on the agenda for the Public Safety Subcommittee to address.



Mr. Bernardino Castaneda stated he is in agreement with Ms. Williamson as he also is involved in Little League. He does hope the League can get a little more support from the media to show how the kids enjoy the program.



CITY COUNCIL/REDEVELOPMENT AGENCY CONSENT CALENDAR



A MOTION was made by Councilwoman Scott, seconded by Mayor Pro Tem Lilburn, to approve the consent calendar as submitted. Motion carried on a roll call vote, 4-0, with Councilman Timmer absent and Councilman McCallon abstaining from item #2 and item #3.



1. Waive the Reading of All Ordinances

Waived the reading of all Ordinances in their entirety and read by title only.



2. Minutes - February 27, 2007 City Council Regular Meeting

Approved Minutes as submitted.



3. Minutes - February 27, 2007 RDA Regular Meeting

Approved Minutes as submitted.



4. Warrant Register

Approved Warrant Register No. 437 for March 27, 2007, in the amount of $1,137,295.81 and Payroll of $79,424.29.



5. Treasurer's Report for February 2007

Received and filed Treasurer's Report for February 2007.



6. Proposed Resolution No. 2007- 013 Supporting the Designation of a Portion of State Highway Route 30 at Interstate 215 as the Gary Moon Memorial Highway

Approved the request from SANBAG.

7. Resolution of Support for Senate Bills 708, 709 and 710

City Manager Hughes gave a brief review of the staff report.



Councilman McCallon stated he would like to publicly thank Senator Dutton and Assemblyman Emmerson for how they have stepped up and submitted this issue before the Legislature as it is a very important issue.



Ms. Robbie Broedow, Senator Dutton Representative, stated Senator Dutton and Assembly Member Emmerson will be present at the Citrus Harvest Festival. This year the booth will have a signature table where citizens can sign a letter in support of the proposed bills.



A MOTION was made by Councilman McCallon, seconded by Councilwoman Scott, to adopt the draft resolution as submitted and authorized Jim Rissmiller to represent the City at the Legislative Hearings on these bills. Motion carried, 4-0, with Councilman Timmer absent.



RESOLUTION NO. 2007-014

A RESOLUTION OF THE CITY COUNCIL OF THE

CITY OF HIGHLAND, CALIFORNIA, SUPPORTING

SENATE BILLS 708, 709 AND 710 TO BEGIN TO ADDRESS

LOCAL GOVERNMENT CONCERNS OVER THE PLACEMENT

AND OPERATION OF RESIDENTIAL CARE FACILITIES

IN CALIFORNIA WHICH WOULD REQUIRE A CONDITIONAL USE PERMIT

FOR RESIDENTIAL CARE FACILITIES WITH SIX (6)

OR FEWER RESIDENTS



8. Update on SANBAG, SCAG, Omnitrans, Work Program and Regional/Legislative Issues/Development Issues/Subcommittees/AB 1234 Updates

Councilman McCallon stated SANBAG had a Plans and Program meeting where we approved the Transportation Development Act Article 3 Funds. This will include $63,298 with a total of $258,237 for Highland. A joint project with San Bernardino for the 5th Street for bicycle lanes in the amount of $242,880. These will be going to the board for approval. Supervisor Hansberger gave an ordinance in draft form, at the City/County Conference, for the unincorporated area landlords to be responsible for rentals. He asked the cities to review the ordinance.



Mayor Jones stated he has received a number of phone calls from citizens regarding trash cans being left out. Maybe we should address an ordinance stating trash cans need to be removed from the curbside after trash day.



City Manager Hughes stated he believes this is already in an ordinance. Staff will look into this issue.

At 7:03 p.m., the City Council and Redevelopment Agency convened into open session, with Councilman Timmer absent, making no announcements.
